The IS is definitely supposed to work at the shutter speeds shorter or equal 1sec. So yes, the GRDIV IS should work at the speeds like 1/6 or even 1/2, because these speeds are shorter (or faster if you wish) than 1sec.

How I understand the 1.17 (slightly confusing) description, the IS is only disabled for the shutter speeds longer than 1 sec, which is perfectly sensible. The IS for shutter speeds like 2 sec and longer makes no sense at all. Usually, these shutter speeds are taken from tripod or with camera lied down on something stable. In this case, enabled IS could actually make the pics blurry! It's a common recommendation to turn the IS of when the camera is on tripod.

Once my GRDIV sample arrives, I will definitely test the IS with and without 1.17 (or most recent 2.10) and let you know my conclusion. I think this all buzz about the "non-functional" IS started from misunderstanding of slightly confusing FW description and that the GRDIV IS is still working as designed.

Basically,

in this case the shot with IS set to off is actually sharper, but I'm led to believe this is the difference between two consecutive shots WITHOUT IS at all. Sometimes you are completely still, sometimes less.
What I find interesting, is the third shot, set to M, where, at least to my eye, the IS actually seems to work.
And this would be consistent with Ricoh documentation, stating this "strange" IS behaviour only affects PAS modes.

what i don't understand is why ricoh choose to make a difference between M and PAS modes.

what could be the reason ?

for me the user should always be able to choose if the IS is on or off and in the exif-data should be easy possible to understand if it was on or off.
