This an interesting phenomenon which used be common in the village of Avoch in Scotland where I grew up.
I seem to remember that it is caused by warm stable air overlying a pocket of more dense cool air on the valley floor.
In winter it was common to see all the chimney smoke rise up until it met the blanket of warm air above where, because the upper layer was warmer than the smoke, it could rise no further (being cooler, more dense/less bouyant) and spread out horizontally to become literally a smoke cloud in a two layer atmospheric sandwich.

Thats a great image Peter, I am curious as to your vantage point? Were you on a hillside, up a balloon, in a helicopter, in a light plane or perhaps using a jet pack to get this image?
I was in a castle on a rock nearby. Environmentalists should have their headquarters on such places to monitor the people easily and to have no problem with the evidence for collecting penalties in next, shouldn't they. Or better not?
