I've looked and examined this image several times. I like the way the building is included but deliberatly OOF. The addition of water drops on the barb wire adds sparkle (literally) and interest. The subtle hues of the brown building with a touch of green at the bottom is great.
The title makes me wonder though - is this really a building or a cardboard box or something?
It may be whatever the observer wants it to. When thinking about how to catch the moment I was thinking about many possibilities or suggestions like, "is it a new prison we are looking at from behind a prison wall?" or "is it a new building we are looking at from behind a prison's wall we are captured in?" or "is it a ruin?" or your "is it a real building at all?"
The green patch is there on purpose - to give some hope in, IMHO, otherwise quite sinister scene also thanks to the weather conditions.
The reality is it really is a new building, the rough skeleton yet. Here follows another shot of the same subject from a different angle. This time suggesting (via the road signs) some communication between a tree (the nature) and the building (a men's product).
